I can only say that means the system works. Abusers get caught, legit users are scarce. But that was to be expected. I'm especially suspicious if people got exactly 100 or 250 merit in a few bit chunks, and then stopped receiving anything. That most likely means they traded to fill their exact needs.
I would have liked to derive the complete user list, but unfortunately, this cannot be answered completely due to the lack of a snapshot created just when the Merit System kicked-off (i.e. User, rank, activity, airdrop, etc.).
There are bound to exists more cases, at all rank levels, but it's quite a gruesome task to try to find out exactly who they are without making plenty of mistakes, due to the lack of the above stated information.

I've been postponing this for too long, I hope to find some time tomorrow. I'm very curious to see stats on who ranked up.
