People have different standards and only those who will excel can get merit from higher ranks. But its not easy to get one merit, this sytem I think is working only to prevent you from ranking up especially if you are not a quality poster.

when you read a comment, then the comment is useful you may not give a merit because of fear.
this is happening right now, I agree with merit system.
