We just release our MVP, you can test it on http://emmares.com but at the moment it's optimised for PC, mobile will be finished in next few days. Our goal is also to decrease spam and not increase it. EMMARES if you can imagine is like IMDB but for email providers. Users rate content they receive it so users can find interesting email content providers based on interests and rating. Users also have option to opt-out in any moment and EMMARES does not send any emails or make opt-ins for users.
