Yes, this the fees, that withdrawn from the amounts that are transferred to you. You shouldn't worry about it since this fees are paid by node. So, the node just want to pay the maximum of earnings despite the transfer fees. Also it maybe a fee for a masstransfer transaction, it can be fee of 0.15 WNet for transferring to about 100 addresses.
