Maybe, but didn't seem that way. On mine it was holding it in China until I paid the fee and they didn't release for shipping out of China until I paid. You can pay online.

what country are you in ?
here in indonesia we pay (custom fee) to dhl/feedex/ups after custom released it, applied to personal importer, dont know about company importer.
Doesnt matter what I filled on bitmain invoice/field it always goes to dhl/feedex/ups tax number as importer.
Super easy but super expensive tax (about 30%)
