You cannot send halved sMerit, only whole sMerits. SMerits is not the same as Merits. Rather that repeat answer here, Ill give you a link to a thorough explanation: re:Who can award merits. Also see Merit & new rank requirements.

Just one tip: Your posting history is practically all social media bounty reports. Those are legit whether we like it or not (providing they dont lead you to spamming), but they are fierce enemies of Merit (sMerit awarders tend to look at ones posting history and that is very important here if you want to progress).
