Unless you have direct control over the output of that transaction (ie. Address 3PjXj8638jAnrkBWCFp8tdJjAXXQhzD63a is in a wallet you control and not an exchange or deposit address at some online site) you will not be able to do a CPFP transaction.
And I doubt you can use Replace-By-Fee (RBF) either as there is no change generated in that transaction.

You might be waiting a while until the backlog clears... I tried pushing using the old AntPool accelerator, but I'm not sure if that even works anymore... VIA accelerator said "fee too low"

Something seems to have work, or maybe the block has been picked up, i reget that i put 0.10$ transaction fee for a 44$ transaction.
