Yea, I agree with. A good example is my country- Ukraine. We hahe taxes but also we have coruption and that is why UKRAINE does not sucess.

that, because of taxes it self.mentality of their leader that corrupt.although goverment collect big amount from taxes but if it being corrupted , developtment will not success.and no public facilities provided.
