Have you tried to ban the IP of these users?

they can change it in seconds to another IP so its not possible i know a website that have this feature tried to contact him but no reply , when you open wpe pro and you try to access to this website the swf resource will load normally but you cant login to the chat platform it will banned you bcz wpe pro is running on your PC
