Or it might use the same kind of algorithms that the likes of certain social media sites use for targeted advertising.

I think that in it there is no sense as this project is created on blockchain that already says that the developer wants to be allocated and to change an advertizing algorithm radically, not to resemble the current type of advertizing on social networks at all.
