I would say because founders of Minexsystem have funded it from its own resources (money and, what is more important, time) ,and project as a whole became their life's mission. The same cannot be said of Monaco.

There has been an ICO, that's not what I call fund it with my own resources...

What was raised in ico was peanuts compared to what the CEO has personally invested. Spending your own money to fund development takes balls and in my opinion it's a good indicator that they team will not mess around.. They're very serious and dedicated to the project.

I totally agree with you but almost 300B raised, part of the capital comes from the public and it would be nice for the investors not to be forgotten. So "mainly founded by its own resources" might be better and respectful for the original investors (which I'm not part of btw).
