Maybe VAR refs should just tell the ref what to do and skip the bit where he runs off for 10 minutes to watch a tiny screen.
Such technology become part of the games and whether we like it or not, it is already applied. The one thing that make me feels unhappy with such new rules is due to the fact that a team can lose the momentum and make the games aren't so interesting anymore.

In the VAR headquarters they had several expert ref's a debate. Huge screens multiple camera angles. Slow fast, stop start. etc.
Why not just let them say = no goal = Penalty = yellow card x player

In tennis for example it is easy. Hawk eye shows was it are was 't good ball. But in football things are more complicated. That penalty situation in the finals could be interpreted like illegal play for someone and not illegal for some other viewer.
I totally agree with you that war room should have more importance and their judgement should be the last because of all that you applied. That would take away refs importance in some way but it would be more accurate in decision making.
What do You think about the idea that some day in the future an AI get in charge of war technolgy and just send a signal to the ref?
