Behind every offer is an advertiser. And that advertiser has to set up everything correctly. Some offerwalls are run better than others, and they all have different levels of support.

And app downloads are notoriously fickle. I've collected on about 60% of the ones I've tried across all offerwalls on different sites over the years. When they work. yay! When they don't, you can file a ticket with the offerwall.

Or move on. I usually move on.

If you're having trouble with one offerwall, definitely look around at the others. You'll find one that works well for you.
