Worktips v1.0.3 upgrade

Worktips v1.0.3 upgrade has been set to go through at the block height of 96000. Node owners please upgrade
your nodes from the latest source available here: https://github.com/worktips/worktipscoin before the block height of 96000.

Worktips v1.0.3 changelog (after block height 96000)

- block reward reduced to 1/3 of current
- new emission factor is 20
- new difficulty target is 90 (faster transactions)
- new LWMA-2 difficulty algo (better diff. adjustment)
- timestamp attacks will be ineffective
- increased 51% attack resistance
- new smoothing factor to prevent the drastic base reward drop (reward will go down
a few coins every 5 blocks instead of every block)
