Yes, internet connectivity is important to miners. You need to have a FUP plan, that means a no limit plan, preferably with a speed of 1mbps or more. You Jio connection is limited to say like 1.5 GB per day. Now I don't what are the exact numbers of mining rigs internet usage, but I would not setup using limited internet plans like Jio offers.

Yes indeed 24 hours uninterrupted power supply with high speed internet(always unlimited plan) are most basic things.
And to add more :

ASIC/GPU cutting edge technology to reduce power consumption
Also FPGA(preferrable)

Never go for any cloud mining service unless you are 100% sure
