Only if you will recieve enough merits you can upgrade you rank. How to recieve it? Post usefull information, make some bounty review, or maybe new coin reviews.
As far as i know and what I understand right now in Bitcointalk they can upgrade your ranked if you have lots receive merits. But before Bitcointalk only required a constructive post and have sense post that is helpful to those people who wants to get information. So if you want to levep up your ranked then get a lots of merits, you can get merits by having a lots of posts that have sense or have quality post that can help to other users of cryptocurrency. Absolutely, as the merit system implemented many users here feels so disappointed as they can't easily to rank up. Well, the good thing here there is still.a chance but it's much more difficult as we expected. As I know to get those merits, you must have a great and definitely good quality posts that can be impressed by many here in the bitcointalk community as those hero and legendery will make them convinced and satisfied the post that you will make, well for sure you got a lot of merits it that will happen.
