A bell end is slang for the head of a penis because it resembles a bell. It's probably a British term so not surpsing if the joke went over your head.

What do you imply by "report threads"?
If you mean the actual reports, then they're already being counted automatically somewhere in the forum depths (you can see the result on "Report to moderator" page if your number of good reports exceeds 25).
If you mean topics where someone posts evidences of violations (for example), then I doubt that they generally need to be counted.

He's just asking who will count all the reports a user makes. Obviously it will be automatic.
