Why would need to send a pm? It would be much more ideal if you do post up all informations about the said project so that the entire community would able to see the project and basing on the idea its quite something new but i dont really take an easy decision before i would tend to invest and since you are still finding or looking for information partners on early stage then it would be good if you post up on project development section.
