For me personally, I think the market has not recovered from the bear as coins are still in red and some are still fluctuating. I believe the market will recover fully from the bear before the end of the year and the bull run will start.

development is totally different from improvement of the price . we are talking about the market recovery here and not about the developments of cryptos .

Now lets get back to the op's question . the market as actually recovered many times but unfortunately , the price of most cryptos are now experiencing a dip again . that is due to being a volatile , which is also normal for them to happen .

Sooner or later we can again see a recovering market , so it is always a good idea to buy some coins at the moment and prepare them for the future , to be able to earn some good income.
