yes of course. because all gambling business is based on people' greed. and developers of such private companies are not exception. At least Tombola is trying to make this business transparent. And I hope they make fair business.

From our previous posts in this thread (still unanswered by tombola) - it really isn't transparent how they plan to handle regulation in different countries, how they plan to move current lottery and online gambling players onto an EOS platform or what their revenue estimates are with this project.

The whitepaper just assumes "everyone will play this" when that has never been the case with a new gambling product launch.
