Just seems strange to me to create topics for the filling of posts by bots?

Why not if it works? It's much easier to moderate them when they're collected in one place - and users who nevertheless find something useful there (applying them like some kind of news letter for example) don't have to dig the analytics thread (nor the entire board) to find what they want.

It'd been applied long time ago. The problem is that these accounts mostly have the rank of Jr. Member and higher - which means that only Global Mods and Admins can lock them while local moderators have to request the block. Requests consume time - and not every one of them is being satisfied (all the more so there're hundreds of bots). IMO, no wonder that Russian moderator decided to go the other way.

They're bots (at least the majority of them, I suppose). Bots don't think and don't hesitate - they just do what was implemented in their code. "Ice showers" are pertinent when we talk about people.
