Does every slot need to be 16x? It seems 1x to 16x risers are being use in some setups.

If not, is there a theoretical limit on the number of GPUs I can add to a board?

3. No You can add as many as there is PCIe slots. Windows 8 limit is 8 cards. Theres no board available which has more than 8 slots.
