As far as I gathered that is correct, then they decided it was.

Since we began the bounty campaign the legal situation has changed, in order to comply with new laws we've been made to conduct a KYC on bounty participants. The good news is our team handled the process swiftly - we're now just a few loose ends away from being able to mint all tokens.

I'd read a tweet that is now deleted that distribution would be at the end of August, was it deleted because another delay has occured? Or was it deleted because it said tco raised $8m USD and a blog post claims the ico has sold out and the books are being built?
