Most likely it's independent projects, if the Russian government would supported these projects, then there would be no need to be in platform.

In Russia there is nothing that is independent of the government. Another issue is that the government does not support scientists and they need third-party funding. But if the project brings a result, then the authorities will immediately try to take back all the results and fruits of the project. Regardless of who funded the research. It's normal to have a goverment supporting the scientific projects of their county. This money could be just extra funds for those projects.
