It became obvious that the customary system of the ICO needs to be reformed. Investors are not protected from bad management or poor projects functionality. And the regulation of these things will be appropriate. Investors have the right to have levers of influence and incentive over the team, through smart contracts.
I absolutely agree, it will reduce the amount of scam projects in time.

Unfortunately, scams will not disappear. even with traditional money sytem there iare a lot of scams.

But if there is more safe environments for investors, a bit higher amount of influence given to investors and more chance to make an impact as an investor it will certainly affect ICO's in general and make them work harder and do more due diligence and have more integrity to have a successful ICO.
