Im not sure where you learned math but every S9 sucks roughly 1400-1500W which if ran on 220 V is roughly 6.5-7A.So If you have access to 200A you can only ran 26-30 of S9 miners depending on a batch

Well, if he is talking 200 AMPS, In Quebec, it normally means 200 Amps at 600 Volts. So, 200 Amps is almost 200 kW. I forgot to mention that (600 Volt) before.
So, do your math accordingly.
