Because it requires effort to go through your post history and delete every single one which most of them lack.

Or maybe they don't want to lose activity since their history is made up of bounty reports

Others do delete them only after they get tagged a DT member.

Those 3 are the most active section due to the rules of the bounty managers. They're the ones behind the spam if their rules weren't that strict these boards wouldn't get spammed every minute
