it should be able to, we take action against those who commit fraud or crimes against bitcoin and there are rules we can report to the authorities for the violations because we can follow them because they harm others.

There are possibilities that we can take action on that kind of cases, probably they trace by their transaction had and most likely bitcoin wallet now strictly having KYC so in that case to convert into fiat, we can trace every transaction they had and that's what blockchain works.
And the authorities will arrest them once they know who's the criminal or scammer.
