The comments above made a lot of logical solutions, but the only way to do that is to raise awareness.
If people dont participate in these campaigns until they have escrowed their money, "which means BTC or guaranteed altcoins," the number of such campaigns will decrease significantly and thus scam one.
The development of rules may be useful in limiting those campaigns, but there will be a lot of ways to get around it, which will serve for more spam.

It won't change. People will keep participating as they are sending money to scam operators, even when those operators get busted or straight off say that they're running a ponzi scheme. The only way to change campaigns is from the source which is the person paying for the campaign and the person managing it.
They won't change on their own because they know that people with red trust or no merit will work for lower tips.
