The market will always be volatile and available across board to everyone since it is a market running for 24 hours and even weekends. The choice is only yours, based on your time frame accessible to you in your zone as well as the style of trading you are into, which I believe only day traders and some few short term traders that would be so keen about the time they want to be trading of some sort, but as far as I am concerned, it really does not matter in the crypto space, as the only thing you just need is the knowledge to always know what to do at every certain time the market is there for you to take advantage of.

But traders are not ready to accept these general truths but looking for auspicious kind of things as they do believe this kind of external factor may help them for making profits. I am not sure what is OP is actually looking for. In general, news hours are good timings for trading across all markets.
