well, some light was shed on the problem. but i can't get just one thing why local ru mods didn't ban this very active flooder (i. e. all his accounts)? there is plenty of evidence but a complete lack of action.

no, for example the described attacker (due to his mental peculiarities) can (and he does it hard and regularly, simultaneously laughing at us as it given above) continuously make posts in threads, so the solution must be more than just enabling moderated option.
