Maybe lower your soft cap. Just enough to proceed your initial developments and other necessary steps to build your infrastructure. $15M as soft cap is very hard to achieve right now. And then, hold another fund raising campaign if in case you really can't push thru, that is, if you already have done something solid for the project. If you can show something to the community, potential investors might be attracted to contribute this time.
