But it seems to me that still the Bounty campaign helps to spread the information about the project if the content is of high quality. Moderators should follow this quality to get a good result.

You're right. The quality of the content determines the effectiveness of the bounty.

this criterion should not even be negotiated. without it, there is no effect from bounty.
