What do you mean by they have a security declaration? They declare themselves a security or they have a certificate from a valid public authority confirming that they can operate the way they intend to?

Regulation is going after ICOs and unlicensed securities. Exchanges want a legal opinion that the coin is not a security, and the declarations also provide a layer of financial protection for coin teams. The Masari core team doesn't necessarily want to incorporate around the coin so we're not held personally liable for market losses. The security declaration helps in both of those regards and we have one now.

Even for the most casual observer it's pretty easy to see that Masari isn't a security. This is just a formal proclomation of that.

That makes sense. It's going to be interesting to see how many tokens will eventually be qualified as a security and where the line will be drawn between projects.
