Seems like the project is closely associated with both Liberstad and Liberland. Liberstad and a very real thing. Whether it will become a "smart city" is an open question, but the idea of placing their land registry etc on the blockchain is an easy first step.

Also, I cannot find that they did an ICO and therefore have any investors. Where can we even buy these coins?

Thank you for the positive feedback! We did not do an ICO, and have funded the development with our own funds and time thus far. It is based on the fantastic work done by everyone contributing to the Stratis Platform, with improvements and modifications done by us. We also contribute back to Stratis Platform as much as possible.

As of right now, Liberstad is selling coins using CoinPayments, and you can give donations in fiat using Donorbox and receive CITY as token of appreciation. Additionally a new exchange is under establishment and development, named Liberstad Block Exchange (LBX). It will feature some crypto-currencies, and in the future it will become a crypto-company stock exchange as well.
