Web wallet already got a update. I see a field for displaying the locked amount and they added the option, while still greyed out, to deposit mnx. My guess is it will be very soon.

I asking about web wallet from roadmap, not minexpay wallet because want promised wallet to park coins without download full blockchain...

Also any update about card? Who issue card? Fee? Its VISA or not?

You can already use the electrum wallet if you don't want to download a full blockchain.
I'm not sure if there will be a web wallet seperate from the minexpay web wallet. But many support can shed some light on that.
