Low ranked account posted a fake service of subscribers for money but didn't end up paying anyone. According to the Op he has sent the payment to everyone buy looks like no one has received any payment.
Well low rank like newbies could easily promote scam activities because they do not worry with their account if it will be tag with red trust because it is easier to create another newbie account to start promoting scam activity again. Besides, we are all anonymous so this will give the scammers the courage and do the scam activity. Sad but true that these scammers nowadays were working hard to to scam other users.
