1. That should be zilliqa as the fastest blockchain in this time based on the main net which has been fully working.
2. I bet on some platforms like credit, quarkchain. About the decentralized needs to get the more tests.
3. bittorrent, files.fm and the last should be elixxir.
4. There will be no maximum TPS but there were limited resources. Not of all the nodes have the same statistic. any consensus has its own advantages and disadvantages.

Wait... Zilliqa mainnet launh is set on the end of January as I know. Is it?
Theoretically IOST can be also very fast. But it is hard to predict
