Gambling sites needs to have a license, with some sort of insurance agreement in case of shutdown. Also the bets need to be provably fair, no rigged betting. Also offering great odds compared to other casinos and live games with interaction with other users.

Live support would be the best, however this will cost alot more than an ticket based system. If u would go with a ticket based system I would set a max amount of time per ticket, so users get a reply within 24 hours or something. Don't let your users wait weeks for a reply, contact must be quick and easy.
