Eventually it can boil down to the question who have the most accounts with enough voting power (read: Merit): "the good guys", or "the bad guys"?

This now makes perfect sense! If I assume "the good guys" earn more Merit, but "the bad guys" create more accounts, it makes perfect sense not to cap the voting power of accounts with a lot of Merit ("the good guys"), while many accounts with less Merit keep their voting power by sheer number of accounts they have ("the bad guys").
