The biggest question is can you find members which meet your criteria? Their rank doesn't matter, but they should be someone who can be neutral and made fair decision as well. Personally i can't think anyone who fit such criteria.

I don't see why you consider technical discussion boards as elitist board (aside from the fact you need some knowledge to join the discussion). Even question that sound ridiculous which asked by low-ranked member is answered seriously.
