Stating the obvious here but, US individuals and Corporations are covered by lower Tiers ANYWAY. What is glaringly obvious, is that International individuals are not covered even in Tier 4 UNLESS they change their account type to an International Corporation. So regardless of your tier, international individuals are shit out of luck and have been for a year.

With the world being your oyster and numerous banks in the US it would not take a year to establish such a relationship and that is a fact. All your competitors are also proof of this fact in how quickly they are able to 'establish' these banking relationships all over the planet including within the US.
