Google disapprove such traffic system. How do you expect google to view your website if, all of a sudden a website with low traffic started getting high (abnormal) volume of traffic that will be inconsistent over a period of time.

Yes they are saying 1 million visitors for alexa rank and pop-up website. Not for adsense earning. But adsense will not ban, they are redirecting traffic to website, not giving direct visitors, only direct traffic, or proxy click will suspend your adsense account.
Even top website. Masahable, techcrunch, amazonuse popup traffic to maintain akexa rank.
