I have witnessed a lot of altcoins go to their ATLs this year and this is due to the fact that the bear market has stayed for a very long time.

alongside with bitcoin, the sad truth value still far from the last time ATH and investors and traders are trying to minimize the risk of losing more
so they are observing before trying to place an entry again.
