I believe that what he is just trying to look out for is the main person that has the project idea, like the CEO of the project which he may never know because that is why we call it team, except the project has an already established company with their organogram stated clearly in their whitepaper of their website.

One might not really find out the main owner because its identity does not really matter in this case, all they need is working products and they will work with any team that can make this a reality, once the create a team, the team will constitute capable people who automatically owns the project too via their contributions, either intellectually or by funding.
