Fractional Reserve has always been the point of LN,

The links show the mindset of the LN devs and they are not as against fractional reserve systems as you are.
LN actually can create more onchain btc tranactions, if it is not correctly setup and this topic proves that.

Buying Gift Cards generate less onchain traffic than using LN,
and give unlimited offchain transactions without creating a fractional reserve system, like what LN or an Exchange could.
