It means one of your account(s) has previously been permanently banned for plagiarism or spamming, perhaps and as per forum rules, once a user gets banned, such user is no longer allowed to use the forum, creating / use of an alternative account to communicate on the forum is considered "ban evasion".

maybe that's the reason, how to appeal
