Yes that is right. This is not a one person thing. ICOs have a whole management in their back and all of them work on different designations and positions to make sure the ICO is successful. So, it is only team and no one else. ICO actually help the startup companies raise money by conducting the token sale on their website so it is purely the management on the back. In case of IEO, there comes exchange as well.

We may start forget how cruel people were scamming in the name of ICOs and even the same people are coming with the name of IEO as exchange operators are there as a protection layer to screw them in the case of they are still looking for scamming us.
