Tagging won't stop them but other users will aware about this that they are promoting scam/untrustworthy website. I think moderators will handle it if someone already reported it same like first user on OP. Even we can't stop spammer/scammer but we can save others users from it by tagging. At least its temporary solution in my opinions.

Check his post history. Last 20 they actually "answered" quoting Yatsan posts. Most often 5-20 minutes after Yatsan posts. Probably the same person controls both accounts.

You are right, even the government had banned cryptocurrency, it will still survive because cryptocurrency has a potential to be approved and legalize by the government in the near future.
