If we talk about bitcoin betting site, account verification is not a standard procedure. Only betting sites which are fiat based site use it as standard procedure.
I'm curious about what do you mean by random basis for bitcoin accounts? I think it should not be in random, but there should be valid reasons why bitcoin accounts should do the verfication process.
